With marriages between Japanese and foreigners increasing,
the country is under pressure to bring its laws on children custody
into line with other countries.
Dozens of cases have been reported of Japanese parents
who have divorced abroad taking their children back to Japan
despite joint custody rulings.
Japan has not signed up to the Hague Convention on child abduction,
so the courts have never returned any of them.
